They are out there, they have always been out there only now they have bred so there is more of them.
The point is that this is not true of the majority of people who claim benefits. Trying to punish all those on benefits because of the actions of the minority is like the teacher who gives the whole class detention because one boy drew a cock on the blackboard (sorry about that class).
But considering how little a drain on the economy they are, compared to other areas (such as Tax avoidance), they get far too much attention.
It is a deflectionary tactic and also a way the current shower can try and make themselves viewed more favorably by an outraged public.
