That of the +/70 known serial killers in the UK, only 11 have been convicted of at least 5 murders and are officially classed as such. This is according to Geoff Platt, the detective who convicted the Underground Serial Killer.
This means that the woman who killed between 200 and 400 babies (https://en.wikipedia.org/wiki/Amelia_Dyer) was not officially categorised as a serial killer because she was only convicted of one due to the execution sentencing (you can only execute a person once).
Fred West never made the list of 11 because he committed suicide before he was convicted.

Serial killers are people who kill at least 2 people but this can be misleading because if you wipe out your entire family, that makes you a mass murderer rather than a serial killer.
The "official definition": A serial killer is typically a person who murders three or more people, usually in service of abnormal psychological gratification, with the murders taking place over more than a month and including a significant break (a "cooling off period") between them.

Serial killers are people who kill at least 2 people but FBI tend to say 3. There's no real time frame on it. Some killers go dormant for years.
