maybe not so good for the poor people who had their possessions burnt and their homes demolished by private security firms (Red Ants?)in order to 'clean up' the areas surrounding the stadiums so that tourists didn't have to see anything scruffy.

I think so. I've always been against any reform as the game should flow as naturally as possible, but I think things have evolved and tactics have changed and the rules are being manipulated to their extremes. Incidents where cheating has prospered just project a message that says 'win at all costs' which really isn't what any sport should be about, especially our national game.
The referees and officials should, with the aid of technology, have absolute power in a game. As it stands the players have too much power in swinging important decisions by acting or by pressure on the ref. Take that away from them and all they can do is play the best football they can manage.
