The charity shop I value for have just been told that soon they will no longer be able to use people on community service as they are going to be given tougher work to do. The shop are not at all happy about this as some of these people turn out to be their best workers. I am guessing that this move is to pave the way for the new scheme.

Interesting . . . still, sounds like this will address your concerns about people feeling they're getting treated just like criminals.

Possibly, I know that there are concerns in some quarters that working in a charity shop is not considered punishment enough for community service work so it may not be related. But it does seem likely that it is.
